Official YPP Monetization Milestones

YouTube structures its partner program into two distinct monetization levels:

Tier 1 — Fan Funding (Super Thanks, Memberships, Shopping):

  • 500 Subscribers and 3 public uploads in the last 90 days.
  • Either 3,000 public watch hours (long-form, last 365 days) OR 3 million Shorts views (last 90 days).

Tier 2 — Full Ad Revenue (AdSense ads on watch page & Shorts feed):

  • 1,000 Subscribers.
  • Either 4,000 public watch hours (long-form, last 365 days) OR 10 million Shorts views (last 90 days).

Do Shorts watch hours count toward the 4,000-hour requirement?

No. Public watch hours from YouTube Shorts do not count towards the 3,000 or 4,000 long-form watch hours requirement. Instead, Shorts have their own monetization tracker (3 million or 10 million public Shorts views). Only long-form videos (publicly listed) accumulate watch hours for the primary target.

Do private, unlisted, or deleted videos count toward YPP?

No. YouTube only counts valid, public watch hours. If a video is set to unlisted, private, deleted, or run as a YouTube Ad, its watch hours are removed from the YPP tracker calculation.
